In Bohol, Proclamation No. 1037 (1997) made the Chocolate Hills a natural monument across Carmen, Batuan, Sagbayan, Bilar, Valencia and Sierra Bullones. Proclamation No. 333 (2003) excluded flat and rolling alienable lands below 18% slope but kept 20 meters outward from the base of every hill, subject to ground delineation.

The 2013 magnitude 7.2 earthquake broke along the North Bohol Fault, leaving a ground rupture in Inabanga that PHIVOLCS documented.

On Panglao, the DENR ordered establishments to remove structures built in the Water Code easement zone.

Common problems in Central Visayas

• Lots beside a Chocolate Hill: Under Proclamation 333, land within 20 meters of a hill's base stays part of the monument. A relocation survey can show how far your boundary sits from the base before you plan a house.
• Lots on the North Bohol Fault trace: The 2013 quake rupture ran through Inabanga. PHIVOLCS recommends a buffer of at least 5 meters on each side of an active fault trace, so have the trace plotted against your lot.
• Lots in Carmen, Valencia, Sierra Bullones: These towns sit inside the Chocolate Hills monument and also have PPDO Bohol ground rupture maps. It helps to check both before you commit to a lot.
• Beachfront lots on Panglao: DENR ordered about 40 Panglao establishments to remove structures inside the Water Code easement. A survey shows where your lot line sits against the shoreline, so confirm that before building.
