Land surveying and Negros Island Region

The Negros Island Region was created by RA 12000, signed in June 2024, and covers Negros Occidental with Bacolod, Negros Oriental and Siquijor. After the December 2024 eruption of Kanlaon Volcano, residents of La Castellana, Bago, La Carlota and Canlaon City were evacuated within 6 kilometers of the summit.

On the sugar side, Hacienda Cana-an in Cadiz City covers 386.85 hectares, of which 352 were placed under CARP. Off Negros Oriental, the Apo Island protected landscape and seascape (Proclamation 438 of 1994) covers 691 hectares, only 72 of them land.

Common problems in Negros Island Region

• Lots near Kanlaon: In December 2024 several LGUs evacuated residents within 6 kilometers of the crater. For a lot in La Castellana, Bago, La Carlota or Canlaon City, ask the LGU and Phivolcs what applies to your barangay, then plot your boundary against it.
• Subdivided hacienda land: Sugar haciendas such as Cana-an were partly parceled out under CARP. If a lot comes from a hacienda, it helps to ask DAR and the Registry of Deeds whether the parent title was subdivided under agrarian reform, then have a relocation survey confirm the corners.
• RA 12000 and your filings: RA 12000 groups Negros Occidental (with Bacolod), Negros Oriental and Siquijor into a region. For any filing, ask the Registry of Deeds covering the lot; the corners stay the same.
• Apo Island and small-island lots: Apo Island has only 72 hectares of land inside a 691-hectare protected area. For lots on Apo or other small islands, it is advisable to ask DENR which rules apply before you plan a build on the surveyed boundary.
