In Albay, Mayon Volcano has a 6-kilometer radius Permanent Danger Zone into which Phivolcs repeatedly reminds the public that entry is not allowed. In 2023 Albay's governor called for permanent resettlement.

The volcano's slopes are also the Mayon Volcano Natural Park (Proclamation 413 of 2000, about 5,775 hectares) across Ligao, Guinobatan, Camalig, Daraga, Legazpi, Santo Domingo, Malilipot and Tabaco.

In November 2020, Typhoon Goni sent lahar from Mayon into Guinobatan and buried homes and farms in San Francisco and Travesia.

Common problems in Bicol Region

• Lots at the edge of the danger zone: Whether a Daraga or Legazpi lot sits inside or outside the 6-kilometer Permanent Danger Zone is a boundary question. A survey plots the lot against the official zone line, where available, before you buy or build.
• Parcels inside Mayon's natural park: The park spans eight Albay LGUs. For land in Camalig, Ligao or Tabaco near the slopes, a Geodetic Engineer can show if any part overlaps the park limits.
• Lahar channels after typhoons: Guinobatan's 2020 lahar buried farms and homes. After lahar, streams and fence lines shift, so a relocation survey from the title shows where your lot is, and where the new channel runs.
• Lots for families moved off Mayon: Land chosen for resettlement in Albay would need a boundary and subdivision survey before families can be settled. It is advisable to survey the whole site first, including access and creek crossings.
